Availability of ICTs in households in Mexico in 2009

AVAILABILITY AND USE OF TECHNOLOGY

INFORMATION 2009 HOUSEHOLD

· In Mexico, July 2009, there were 27.2 million Internet users and 34.7 million computer users.

· Of the Internet users, 69.3% were between 12 and 34.

· of households in the country, 26.8% had a computer.

· Also, 18.4% of households had an Internet connection. Of these, three out of four were connected via broadband.

· The 79.3% of households have a telephone.

Considering the importance that currently have the technologies of information and communication technologies (ICTs), the National Institute of Statistics and Geography (INEGI ) gives the results of the National Survey on Availability and Use of Information Technology in Households 2009 (ENDUTIH).

ENDUTIH The results indicate that, in July 2009, the country had 7.4 million households equipped with a computer, representing 26.8% of total households. This figure shows an increase of 4.7% of households compared to the same survey reported in the previous year.

Of all households, 5.1 million connected to the Internet, representing 18.4% of total, and an increase of 36.4% over the figure reported the previous year also, most Internet households were connected via broadband (74.8%).

Users

The survey recorded a total of 27.2 million Internet users and 34.7 million people using a computer, Internet users show an increase of 21.7% compared to above. As in the case of the computer, most of whom used the Internet, focused on youth aged 12 to 34, with a share close to 70 percent.

Uses

The survey identified that computers have many uses, primarily for school activities (52.6% of users), followed by those related to entertainment (40.2%), communication (35.8% ) and work with 29.9 percent.

In considering the composition of ICT users by sex, the survey results showed a close involvement of women (49.5%) and men (50.5%) in computer use, while the composition sex among netizens, 49.6% were female and 50.4% men.

In relation to the place in which people use the Internet, 54% of Internet users reported it outside the home, while 46% did so from their own home.

As for the type of use made of the Internet, it predominated used to obtain general information (36.1%), followed by the group who used to receive or send emails (37.4%) , and those who used to support school activities (33.3%).

Also, 6.9% (1,889,455 people) reported having made at least one transaction (purchase or payment this way) within twelve months preceding the interview, showing an annual growth rate of 8 percent. Of this total, less than half (766 000 247 people) reported having had both types of online transaction, bought and paid for a service.

For several years I have insisted from these pages about the need to regulate advertising. Several bills on the subject were also presented at the Congress. Nothing so far has been able to move legislators to step forward and end the system of rewards and punishments applied from the treasury, now exacerbated under which, without explanation, the journals have been excluded from advertising guidelines the administration of President Calderón. Therefore I am convinced that the road would have to exercise judicial control of advertising officer in light of the following arguments.
First. As is publicly known, no law (or federal or state) that regulate the criteria under which government advertising should be allocated to the media. In all organisms, organs and powers of the Mexican state advertising allocation is made under the exercise of discretionary powers of the responsible authority. But the practice of discretion is limited by the law itself that establishes its existence. Thus, doctrinally has been accepted that one of the limits of the discretion lies in the arbitrariness.
The Dictionary of the English Language (RAE) defines the notion of arbitrariness as "act or conduct contrary to justice, reason or law, dictated only by the will or whim." In the field of jurisprudence and doctrine, one of the ways to identify the arbitrariness lies in the motivation, ie, in terms of coherent and logical reasons a decision to exercise the powers of administrative discretion. Another factor justifying judicial intervention is the protection of fundamental rights can be violated by an administrative act is not regulated or discretionary.

Learn is an initiative that aims to give citizens tools to put the government under the magnifying glass : to audit the use of public resources and how the authorities make the decisions that affect everyone.

On the axis

the right to know, the project aims to promote the use of laws on access to public information in the country and encourage the media to challenge impunity displaying corruption.

The first edition was held in Mexico Learn the week of September 27 to October 3, 2009. This initiative will take place every year during the week of Sept. 28, when Day is celebrated International Right to Know.

Throughout the week, participating media disseminated the right of people to be informed through articles, editorials, radio and television messages, as well as work produced through open records laws . Also conducted forums, workshops, seminars and other activities that may involve all interested in making use of their right to know.

The initiative is coordinated by the National Security Archive (NSA, for short), an American nongovernmental organization based in the George Washington University. FUNDALEX creates space for freedom of expression

was officially launched Clinic Access to Information and Freedom of Expression (CAIPLEX ) as a tool for journalism.
